Born and raised in Vancouver - as a second-generation Chinese Canadian - Calgary has been his home since 1982. For close to 40 years, Terry has been a public servant and community leader. His career started in BC and Alberta hospital management systems consulting where he was instrumental in hospital and patient care systems implementation plus facilities, operations, and service delivery improvement.

 

For 30-years, Terry served in a variety of management and managerial roles at The City of Calgary including 12-years in property assessment/taxation bringing in market value assessment systems in 1999, then working with senior management on corporate reorganizations, technology planning, business planning, municipal infrastructure planning, operating/capital budgeting, and corporate project management until 2013 when he left to run for Ward 2 City Council finishing in a virtual 3-way tie.

 

Following the 2013 Calgary Flood, Terry established a municipal management consulting firm and provided 'pro-Bono services to the Chinatown business community to establish a Business Improvement Area organization that helps both small-business and large downtown corporations grow and succeed under a 'Must Visit Destination' and 'Great Visitor Experience' mandate.

Terry has been an ardent representative of the Chinatown community and its Chinese culture. Since 2015, Chinatown has seen improved visitor presence through the annual 45,000+ summertime Chinatown Street Festival, the wintertime Chinatown Ice Sculpture Showcase (CISS), Canada Day celebrations, and Stampede Breakfast, and year-round beautification and SupportLocal business programs.

 

A supporter of people, community, and local business, Terry has worked with Ward 7 stakeholders for the right solutions. Terry has extensive knowledge and experience with critical projects including Green Line LRT, Greater Downtown Plan, Guidebook for Great Communities, Downtown Tax Shift, ShopLocalYYC, Eau Claire Plaza Enhancement, and Bow River Flood Mitigation, 14th Ave NW Bike Lanes, and more.

 

Finally, Terry lives in Ward 7's community of Hounsfield Heights - Briar Hill where is in his third year serving as Community Association President. He has worked passionately to ensure the community is clean, safe, and its 65+ year history and heritage remains a vital fabric of this community. Preservation through community decisions on land use, development, and green space preservation is key.
